New Laws in Cali:
* Bikes need reflectors at night (good!)
* Smoking in cars with minors = $100 fine (good?)
* In July: Can't talk on cell phone while driving without handsfree kit (Mostly Good)
* Under 18, no talking on a cell while driving AT ALL (strange, but probably good)
* Minimum wage up 50 cents (sweet!)
* Gift cards under $10 can be redeemed for cash. (odd law)
